The 57th meeting of the European Nuclear Safety Regulators Group (ENSREG) took place on 30 October 2025 in Brussels. 22 EU Member States and the European Commission were represented, as well as Ukraine, the UK and Switzerland as observers. ENSREG welcomed new representatives of nuclear safety regulatory authorities (Croatia, Germany, Ireland, Poland, Slovakia, and the UK) and renewed the mandate of the current Chair for a second two-year term.
ENSREG discussed supporting Ukraine and addressing Russia’s illegal reporting on Ukraine’s Zaporizhzhia Nuclear Power Plant (ZNPP) for the upcoming Convention on Nuclear Safety (CNS) Review Meeting in April 2026. ENSREG members agreed to coordinate efforts to ensure unambiguous and extensive record of Russia’s illegal presence at the ZNPP. ENSREG will also prepare a statement on safety issues at the ZNPP for its endorsement at the next ENSREG plenary.
ENSREG exchanged on the main outcomes and lessons learned from the Topical Peer Review II (TPR II) exercise to streamline preparations for TPR III, launching the process to decide its subject by mid-2026. ENSREG also approved the template of TPR II National Action Plan that will be used by participating countries to design their improvement plans by 31 August 2026.
ENSREG discussed next steps for ensuring that Türkiye promptly implements the results of the nuclear safety stress tests at the Akkuyu NPP, as well as the upcoming peer review mission in Armenia to verify the implementation of the agreed stress tests measures at Metsamor NPP. ENSREG took the decision to develop recommendations for the Commission on the continuation of financial support for nuclear safety measures at the Metsamor NPP, which will be prepared for the next ENSREG meeting, given the significant concerns regarding the nuclear safety of the plant. The EU Stress Test Board will continue examining the need and applicability of stress test methodology for the safety assessments of new nuclear power plants in the EU.
The Commission informed ENSREG about the results of several stakeholder consultation events and the main directions followed in the preparations of the EU Fusion Strategy. ENSREG discussed the role of nuclear safety regulators in developing a dedicated regulatory environment for fusion and decided to establish a Task Force on fusion energy, inviting members to express interest in participation by 22 December.
ENSREG adopted its position on the Best Available Technologies (BAT) Technical Parameters as required under the EU Taxonomy, which will feed into the Commission’s work under the Complementary Delegated Act on Taxonomy for gas and nuclear.
The biennial ENSREG Conference was set for 16 and 17 June 2026, in Brussels, under the title “8th European Nuclear Safety Conference: Regulating nuclear safety in a rapidly changing and challenging environment”.
The next ENSREG plenary will be held on 26 March 2026 in Brussels.
