TPR National Action Plans TPR 2

Starting with June 1, 2011, all the operators of nuclear power plants in the EU had to review the response of their nuclear plants to extreme situations, in particular operators had to check and improve mitigation measures available after a potential loss of safety functions, caused by any reason. That includes the loss of electrical power or loss of ultimate heat sink for heat removal from the reactor, the management of loss of core cooling functions in their reactors as well as in spent fuel pools and the maintenance of containment integrity.

TPR National Action Plans

Compilation of stress test peer review recommendations and suggestions

As part of the ENSREG Action Plan regarding the follow-up of the peer review of the stress tests performed on European nuclear power plants ENSREG decided to prepare by September 2012, a consistent compilation of stress test peer review recommendations and suggestions to assist the preparation or review of national action plans by national regulators. The compilation is provided in the attached PDF file.

Follow-up of the peer review of the stress tests performed on European nuclear power plants

The national European regulators and the European Commission as ENSREG have endorsed the peer review report and the recommendations that finalised the stress test review and published a joint statement dated 26 April 2012, which concluded that follow-up activities would occur through an action plan. The European Council of 28 and 29 June 2012 “invited Member States to ensure the full and timely implementation of the recommendations presented in the report from ENSREG further to the completion of the nuclear safety stress tests.

ENSREG has adopted an Action Plan regarding the follow-up of the peer review of the stress tests performed on European nuclear power plants

The Action Plan specifies the need for country specific action plans and a regulatory peer review workshop to share lessons learned on the implementation of post-Fukushima safety improvements. It also specifies fact-finding follow-up site visits in order to better prepare for the peer review workshop. The outcomes of the peer review workshop will be presented to the public in the next ENSREG conference and the country-specific plans will also be publicly available. Furthermore, ENSREG decided to publish Quarterly Updates on the stress tests follow-up on this website.

Public engagement

At the national level, regulators are considering how to engage the public by organising a structured and comprehensive information process. They should be guided by the Principles for Openness and Transparency.

In addition, stakeholders are provided with the opportunity to engage in the stress test process at the European level. The details of transparency aspects in the implementation, reporting and follow-up of the stress tests have been settled in a Working Paper.
